Who really makes the decisions in a Parish?  Pastoral Councils are springing up all over the county, taking on some of the decisions formerly held by priests.  They are still a fairly recent phenomenon in Ireland, but one that is quite well established in America.   Pat Coyle asked Sr. Donna Ciango, a Dominical Sister and Director of Pastoral Services at the National Pastoral Life Centre in New York, who is over in Ireland to help establish Pastoral Councils here, if there was any difference between Pastoral Councils in Ireland and America.
